Preference schemes
A scheme names an origin, and can also be scoped to one destination — leave destination unset for a scheme that applies to any of this company’s destinations. Unlike a duty schedule, a scheme can lapse: set effective to the day an agreement is superseded.

Preferential rates
A rate under a scheme, effective from a date, never edited in place. Leave HS commodity unset for the scheme’s blanket rate; a rate naming a commodity beats that fallback.
